A reference implementation of the LM4VSP architecture, deployed on company-owned production infrastructure today and explicitly portable to Azure Government Cloud at FedRAMP High / IL4–IL5 upon Phase I award.

Eight layers.
One deterministic state machine.

Every component has a direct architectural peer in Azure. The Phase I lift is a deploy-config change — not a re-architecture. The crisis-flag → peer-first → VCL fallback rule is data, not inference.
